Is there any way to block someone from following my blog?

You cannot block someone from following a public blog.
However, there are several options here.1) Make your blog private: https://en.support.wordpress.com/settings/privacy-settings/
2) Moderate comment:
https://en.support.wordpress.com/settings/discussion-settings/#comment-moderation3) Blacklist someone: https://en.support.wordpress.com/settings/discussion-settings/#comment-blacklist
4) Comment must be manually approved: https://en.support.wordpress.com/settings/discussion-settings/#before-a-comment-appears

Hi, thanks for your info. I already have all those options in place (except for making it a private blog) but was wondering if there was more I could do. It’s a shame. We should be able to avoid harassment from an individual. At the very least we should be able to eliminate them from the notifications when we add a new post. WordPress, are you listening? Oh well. Haters gotta hate.

The problem is that IP addresses are no longer unique, and you might just block legitimate visitors with the blacklist.
