  Yes, unless you choose to turn off likes, anyone logged into WordPress.com can like a post.

  Hi there,

  If by email followers you mean someone who subscribed to your site via email only, then no, they can’t like posts or comments on a site.

  Using the Likes feature requires that someone is logged into a WordPress.com account.
