Note that you can register as many sites as you wish under a single username account but only one can be linked to as your primary site. That’s done here https://wordpress.com/me/account
When you comment the comment box displays You are commenting using your WordPress.com account. ( Log Out / Change ) and that’s where you can change the account for the purpose of submitting a comment.
Every WordPress.COM username account is also a Gravatar account and is associated with a single email address. Only one gravatar will be provided for each username account.
Separate accounts – Separate blogs
You log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies, and then without logging in again, you register another username account under a different email address.
You log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and log in under the old username account.
Then you add the new username account as an Admin https://en.support.wordpress.com/user-roles/ to the blog you want to transfer to it.
Lastly, you transfer the blog to the new username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
