Hi there. There should be a button for it in the second line of the editor toolbar. See here: http://snag.gy/WOG9h.jpg
It should be in the same place in the new editor, but I don’t know for sure as I never use that editor.

If you are referring only to the text inside of your posts and pages and you can code, you can make some changes without an upgrade. if you want to make changes to titles then you need the premium upgrade bundle that includes the custom design upgrade in it.
If you are into fiddling about with font families, sizes and/or colors on each and every post you make by using the Text editor (HTML editor) then you can change it in the body text in posts and pages. But for changing it in Titles and widget headings you need to purchase an upgrade bundle that contains the custom design upgrade. I also have a free account, and I took that screenshot of my own dashboard this morning. You should see that button in both the classic and new editor.
The second row might just be hidden. See #2 in Timethief’s reply above.
