On the page titles I want upper and lower case and I want the font smaller; it appears now to be as large or larger than the title of the blog, “the Commons Gallery”.

Thank you for the further explanation. From your post, I thought we were looking at your site, alixhtravis.wordpress.com.
As you do have the Premium upgrade for http://commonsgallery.wordpress.com/, I can definitely assist in changing those design elements.
Click Appearance → Customize in your site’s Dashboard. Then, click CSS in your right-hand menu. In the CSS Revisions box, please paste the following underneath all existing text:
.hero .page-title {
font-size: 2em;
text-transform: lowercase;
}Then Save your changes.
That should do the trick for you. I chose 2em arbitrarily as your font size, you can of course, adjust that number at will.
