There’s no feature in WordPress.com that can do this. However, it’s very easy to do in a browser. In most browsers you’re able to resize your view by holding Ctrl and rolling the mouse wheel (on a PC, I don’t know about a Mac).
Here’s also an article by timethief on the shortcut keys to use in various browsers: http://onecoolsitebloggingtips.com/2010/01/19/how-to-change-font-text-size-in-your-browser/
I’d suggest you place these instructions somewhere people can find them like in a text widget or your about page.

Me again :)
It is possible to change the font size in your posts, pages and text widgets itself by tweaking the html, for example if you want those instructions to appear larger than your regular text. See here for instructions how to do that: http://wpbtips.wordpress.com/2009/07/11/formatting-text-pt-5/

I think I explain myself wrong. I have seen on wordpress.com sites before. Take a look on this site at the top right hand side. it will say resize text and it will show you three A’s in different sizes. Keep in mind this link is not a wordpress site. Just using it to show you what I have seen on wordpress sites.

If you saw that feature on a WordPress site it was most likely a WordPress.org site. They can install plugins that make this possible. On WordPress.com, however, I’ve never seen this and there’s no widget or setting described in the support docs (at least that I can find) that will make this possible.
Should you come across a WordPress site with this feature, please post a link here and I’ll be able to tell you if it’s a .org or a .com site.
