  how does one create a footer ? with same as primary header

  The blog I need help with is: (visible only to logged in users)

  Your header and footer will depend on the theme you use. You can customize your footer/header with widgets, just check out the widgets section from the customizer on your wordpress.com dashboard. If you have a Premium or Business plan you can also modify the footer with CSS.
