Footer appeared out of nowhere

The following thing appeared, I had it deleted before now Its there, not sure why because I didnt change no CSS code. How do I remove it?

That is your theme’s footer. On the front page it’s a floating footer that appears if you’re scrolling down, but which hides itself when you scroll up.
The WordPress.com footer credit can only be hidden under our Business Plan, and using custom CSS to remove it from your site is against our terms of service.
