Current Terms of Service:
11. Attribution. Automattic reserves the right to display attribution links such as ‘Blog at WordPress.com,’ theme author, and font attribution in your blog footer or toolbar. Footer credits and the WordPress.com toolbar may not be altered or removed regardless of upgrades purchased.
The current policy about the footer in the support documentation:
May I remove the ‘Blog at WordPress.com’ credit in my site’s footer?

Since I can’t remove it am I allowed to make it so if someone clicks on it the link will not work? if so how can I do that?

Well, let me put this another way. Yes you can do that and if you do I will report your blog and have it suspended for violating the Terms of Service.

I ALSO HAVE A GOOD REASON FOR NEEDING TO DO THAT. -
You can SHOUT! all you want and it it will get you nowhere. Whatever your reason is is entirely irrelevant given the policies which were provided to you straight up by auxclass.
You can of course hire a web host, set up your own wordpress.org install and find a free theme by a developer who allows you to masquerade as developing his/her theme, and or a web host that allows you to remove their link from the footer as well.
