  i cant seem to edit my footer in the milos template

  It looks like the Milos theme is a premium template.

  Have you tried consulting them?

  In your post you mention php. WordPress.com does not allow you to edit the php, you will need a self hosted site for this.

  Does Customize let me edit HTML?

  No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code.   For what site is this? There is no theme on WordPress.com named Milos.

  I do see there’s a theme with that name available for sites using the open source WordPress.org software. Please contact the theme developer directly for help with that theme:
