hi i am new to wordpress.com.
I want make a website at http://www.wordpress.com but can i delete the “powered by wordpress” in the footer?thanks

Not allowed without getting your site suspended
Current Terms of Service:
11. Attribution. Automattic reserves the right to display attribution links such as ‘Blog at WordPress.com,’ theme author, and font attribution in your blog footer or toolbar. Footer credits and the WordPress.com toolbar may not be altered or removed regardless of upgrades purchased.
The current policy about the footer in the support documentation:
May I remove the ‘Blog at WordPress.com’ credit in my site’s footer?
Although the Custom Design Upgrade certainly grants you the capability to hide the credit from your site’s footer, you are not permitted to do so. Even our VIP bloggers are required to maintain the credit.http://en.support.wordpress.com/custom-design/#frequently-asked-questions
PS – nobody much reads the footer anyway

PS – if it is a WordPress.ORG site then you are in the wrong forum, and many themes have terms of service that will not allow the deleting of the footer credits

More to the point is that “powered by WordPress” appears only on the footers of self hosted WordPress.ORG installs.

just to clarify – we can change color/font size of the footer [e.g. “Customized Twenty Eleven Theme. | Blog at WordPress.com”], as long as it is readable… correct?
(not exactly sure how to do that yet, but want to make sure so I don’t get suspended)

Correct. You can even add your own notice to the footer credits. But not possible if you don’t have the Custom Design upgrade.
