  I think any of the available footnotes plugins, such as Civil Notes (might have the name wrong), WP-Footnotes, etc, would be valuable additions to WordPress.com. Footnotes are an invaluable tool in writing (yes, even in a blog!), and thus an essential feature for WordPress. Thank you!

  Or you could try using Microsoft WORD to create the document and then use Windows Live writer to upload it into your blog.
