for over a week now i can't access nor open up notifications

  for starters, the orange square with the white star (sometimes it looks like a ‘talk balloon’) — upper right on the tool bar — i used to open up and view it but for about two weeks now i can’t open it nor view it.
  also, i can’t access the “stats” tab which shows countries of origin — just the regular one.
