What I used to do was just download a pic as thumb and adjust it in the corners so all 4 would fit, and this has worked for a long time now.
What is supported by WordPress.com are the methods presented in the support documents, i.e. http://en.support.wordpress.com/images/
Dragging image corners to resize might have worked before, but it is not a supported feature. Sorry about that!
Are you saying I have to go through all my blogs and change the size again?
I’m not saying you have to go through all of the post and change the image sizes. My previous suggestion was to change only one setting, and I thought of the 110px size because I thought the first row of images was what you wanted.
Something like 140px might work just fine for you for the thumbnail image sizes. Can you try that? You can update the thumbnail size once (without editing any posts) by going to Settings > Media.
may I ask why this has happened, and also why I can’t see the name and number when I hover on the pic, as this also used to be fine, about 1 to 2 weeks ago.
The image resizing was changed to make it so that switching to a different theme would work more smoothly and so that all of the inserted images on a blog can be adjusted with the Settings > Media options.

I re-checked http://sail3oceans.wordpress.com/2013/01/23/2013-panama/ and it looks like you’ve tried changing some images manually instead of changing the global setting.
I recommend updating Settings > Media > Thumbnail size to 140 x 140 instead.

Thanks so much for your help and advice. I have changed most of the pages and posts doing each thumb, one at a time. Seems that was the only way to get them all o.k. I click on the thumb, go to advanced settings and do the changes.

Have now gone to “settings” and changed the 150 to 140. “Live and Learn” Thanks again…… Still can’t see the number and title of the pic. Is there some way of fixing this too??

Whether or not they appear is controlled by browser settings, not by the website.
Firefox also will only display them for the “title” attribute and not the “alt” attribute like other browsers. So if you are using Firefox, you need to add a title for your images as well. Example: https://cloudup.com/cq6rKdcdY5a

In researching this for you, I also found that sometimes browser add-ons can cause interference with tooltips. So if you have any add-ons installed you might want to try removing and then re-installing them. See https://getsatisfaction.com/mozilla/topics/tooltip_not_showing_up_in_my_firefox
