forbidden error after posting content including "and" "or".

  Forbidden 403 error occurs after posting content including the word “and” “or” enclosed with any html tag (like <p>and<p> or”).

  I disabled plugins and change WordPress theme to default (twenty eleven, ten), but it doesn’t fix. So, I newly installed wordpress and try same process though this ended as same result.

  Then I installed same source (3.5.1) to other server of same hosting service. It runs correct.

  I guess it occurs because of my site’s construction, but I couldn’t figure out. Please give any hint.

  WordPress version : 3.5.1
  php version : 5.3

  .htaccess (used by WordPress [/admin])
  /admin (WordPress)
  /test (WordPress for testing / default settings)

  # Imgs and html are omitted in this list.
  # I don’t use any other script (except JavaScript) in this site.
