Forgot to update new number, can't two-step authenticate

I won’t make this too long, here’s the skinny:
Had a site (not on this account) that I updated for a while.
Eventually enabled two-step authentication.
Inactive the last 8 months.
Moved provinces and changed phone numbers (forgot to update # on WordPress account)
Forgot password
Managed to change password, but logging in requires two-step authentication which I can’t do. Cannot find original email from signing up, and don’t have any of the authentication codes written down.
I know WordPress support says if they can’t verify by two-step then there’s nothing they can do.
Is this true? Am I totally locked out for good?
I am still logged in on my wife’s iPad where I had the WP app for a bit, but that app doesn’t seem to allow you to change passwords or phone numbers for two step.
Thoughts?

What is the address of the site you are trying to access?
Do you still have access to the email address for that site? If you have access to the email address, you can submit the account recovery form, and once we’ve verified your ownership we can help you disable two-step authentication.

But if you don’t have access to the email and don’t have any of the other verification info, there is nothing we can do to help you.

I do still have access to the email, it’s my main email.
I’ve tried that form before but the problem is it won’t let me submit anything without proof of ownership as I don’t have transaction IDs, authentication codes, or even the activation URL/Key, so I couldn’t even begin the process.
