Format Strange

My blog has only one place to leave a post: As a comment to one of the main subjects. But there is no place for: a) A new main subject, or b) No place to leave a new title.
In short, I have three subjects started on my site. I can post a comment to them, or a comment to a comment. But sometimes I want to start a new thread, and there is no place to do that, that I can see. Also, where do I put the titles: The main titles and subordinate titles?
The blog I need help with is: (visible only to logged in users)

We need the URL for the blog every time you post unless you choose to link your username to the blog. Here’s how to link your username to your blog in your blog Dashboard –> Users –> Your Profile. Then scroll down to where it says ‘Website‘ and fill in the address of your blog and then click ‘Update Profile‘.
The Dashboard is the first screen you see when logging into the administration area of your blog. http://en.support.wordpress.com/dashboard/
The Screen Options pull down tab is located in the upper right corner of your Dashboard. It can be used to show/hide modules on some screens and show/hide columns on other screens. http://en.support.wordpress.com/screen-options/

When you return will you please expand on what you mean by
a) A new main subject, or b) No place to leave a new title.
When creating a post we can assign categories and tags to that post. Immediately after publishing a post or a page the permalinked Titles are automatically included in the Categories and Archives. They can be displayed on your blog as soon as you place the Categories and Archives widgets in your sidebar > Appearance > Widgets >
Simply drag and drop them into place. Click to open them and make your configuration choices and then click “save” and “close”.
