Formatting and Previews for Comments

Does WordPress.com allow formatting in comments or previews of comments before posting them? If it does, is there a Dashboard setting that enables formatting/previews for comments?

I’m assuming that you mean preview as in the commenter gets to see a preview of the comment before posting
You can change the format of the comments via CSS settings with the upgrade. Allowing styles and whatnot within comments is just too much of a security risk.
previews are not available here but is available with a plugin if you have a wordpress blog hosted elsewhere. Security concerns do not allow up the ability to upload and install our own plugins here as this is a shared environment.
If you mean the admin of tthe blog gets to preview all comments before they are placed on his or her blog, there is an option for that. Dashboard -> Options -> Discussion -> Check the box “An administrator must always approve the comment” will drop all of the comments into a queue for approval.
