  Hi there,
  it would be great I think having the possibility to add a forum plugin on wp.com.

  We’re at the start of a mayor campaign and we’re building up our work plan with the contribution of our citizens. We’re thinking to add a place in the blog where citizens could ask questions, make suggestions, receive answers in the form of a forum, but unlikely this can be accomplished only through wp.org

  There would be a way to have such a feature in the near future?
  If not what can you suggest?

  See here first: https://theme.wordpress.com/themes/p2-breathe/ and be aware that the only themes that we can use on wordpress.COM hosted sites are found here https://wordpress.com/themes/ and in your dashboard >Appearance > Themes

  At present there is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  For your WordPress.COM blog you have three free workaround forum options http://onecoolsite.wordpress.com/2012/04/23/wordpress-com-forum-options/

  One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.

  We also have a chatbox widget. The Tlk.io widget allows you to embed a web chat in your WordPress.COM hosted blog. http://en.support.wordpress.com/widgets/tlk-io-widget/ There are no other chat options I know of that work on WordPress.COM blogs at this time.
