1) We are trying to create a way for our members to communicate with each other. Is there a plug in or other method for us to have a discussion Forum?
2) Is there a way for people to register for events on our website?The blog I need help with is: (visible only to logged in users)

WordPress.com blogs have built-in plugins only.
You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
