  Is there a way to use a forum within WordPress so users can make posts/questions?

  we can’t do that in our wp.com blogs, but you could use an outside forum and link to it from your wp.com blog.

  Is there a way to make it one login so the same login from WP would also work for the forum?

  No. WordPress.com isn’t a forum. Forums are independent.

  You could, if all you want is an ongoing Q&A, just designate one static page as your Q&A page and have people put questions in the comments, to which you respond in New comments.
