Forums Admin said "Topic Closed" when new topic submitted

I’m having a technical problem and I searched the Forums but didn’t find an answer that addressed it specifically. So, I tried to post the question in the Forums, and when I “submitted” it, I saw a message saying that the Topic was closed to further responses. My Question/Topic shows up in the list of recent Forum issues (posted by “admin”), but provides the same “Topic Closed” message. Why can’t I submit my question to the Forums?
