What you can do is sign up with one of the free online forum providers and then link to the one you create from your blog. Search the web for “free forums” and you should get quite a few hits. You will have to put up with some advertising on the forum and forum posts (that is how they pay for the service), but only you can determine if that will work for you.

I wanted chat and forum facilities on my blog, and I’m getting both for free at Ning.com. Ning lets you set up your own mini-social network site – you choose the theme and individual bits of functionality like on WP. I’ve stripped out most of the more frivolous social networky stuff, like the “Mark is doing…” type of feature, so the main focus is one the chat and forum bits. That’s just what suits my purposes, but you could do quite a bit with it.
It means I’ve two sites and people need to switch between them, but longer term I’m hoping I can make that more seamless by implementing custom themes. What I might do is run the WP site as the public front end and the Ning part as more members only.

But there’s a problem, at least with me, ‘cus I don’t know a lot of this things, I’m just doing this because it’s a homework of my school, and I’m from venezuela, so I don’t understand a lot the intructions that you are giving us….. Part of my homework with this blog is create a forum but I don’t know how, and I realy need it!!!

You won’t find instructions on creating a forum in the WP.com technical support forum. You need to find a FORUM-building site.
