Hello,
WordPress.com does not offer a tool for creating your own custom newsletters; however, if you would like to offer a newsletter subscription, you can use a contact form that interested readers can fill out to be added to your newsletter list. Then, you can send your newsletter out from your own email client or newsletter service.
If you’re interested in using a newsletter service, MailChimp or AWeber are popular options. Please note that you’ll need to use the option to share a link to your newsletter form.
If you’d like to give your visitors a way to subscribe to your list on your blog, you can use the MailChimp Subscriber Popup Form.
You may also use shortcodes for blog subscriptions, here is an explanation about it:

Regards,

Hi there,
WordPress.com comes with email subscriptions built in, but you can’t force posts to go out to the emails – the owners of those email address have to subscribe to your site instead. In other words, control over this is in the hands of the subscribers, not in yours as the site owner.
You can invite people to subscribe to your blog from My Site ->People ->Add, but they will need to accept the invitation before they’ll receive any email updates from your site. You can invite as many followers as you want, but there’s a limit of ten invitations at a time to prevent abuse of this feature.

Thanks for your help. i can see now how to invite people, and know they must accept the invitation. I have one follower (my mom haha) that has accepted, but she didn’t get an email notice when i added a new post to the blog today. what do i need to do so that anybody that accepts an invite will get the new post sent directly to their email? thank you!

i think i need to figure out how to make people “email followers” rather than “viewers”. any suggestions on how to do this? thx!

Right, so viewers and followers are not the same thing. If your site is private, inviting someone as a viewer gives them access to the site, but it won’t subscribe them. Also note that someone will need to create a WordPress.com account to accept an invitation to be a viewer on a private site.
In this case the simplest option would be to add the Follow Blog widget to your site:
https://en.support.wordpress.com/widgets/follow-blog-widget/
Then ask you mom, and other people you’ve added as viewers, to type their email address inside that widget to subscribe to email notifications on the site. Once they do that they’ll both receive notifications of new posts by email, and they’ll also be able to read your posts in the WordPress.com Reader.
