Four distinct reasons for requests to reuse site address (URL)

The Recycling Blog Addresses support page seems primarily addressed to those seeking to use an apparently abandoned URL, which I’ll call reason #4. For example, it says:
For the most part, we cannot recycle or reassign site addresses (URLs) which may appear to be abandoned. We respect bloggers’ ownership of their content and therefore will not move or delete a site without its owners consent — no matter how long it has been since their last update.
The reasons I find given far more frequently accompanying requests to reuse a site are the following:
- The website owner deletes a site while mistakenly presuming that the address could be used again on another site.
- The website owner changes their mind immediately after deleting a site, and wants it back.
- The website owner changes their mind soon after changing the address of a website, and wants the previous address restored.
I see these three reasons presented in support requests every day. The reason focused on in the support page, on the other hand, is less frequently encountered in the forums, though I do see such requests now and then. My request, then, is the following:
Why not have either separate support documents for these four common cases, or separate sections within a single support doc covering each case? The four cases summarized, again:
- 1. Owner deletes site thinking it can be reused.
- 2. Owner deletes site, then immediately changes their mind and wants it restored.
- 3. Owner changes a website address, and immediately regrets the action, wanting the previous address restored.
- 4. Member seeks to acquire an abandoned URL.
