Fradulent Charge

I am being charged for wordpress subscription, but I do not have an active subscription on my account. I am unable to speak with a customer service rep as I do not have a paid account.
This is likely some sort of fraudulent charge, and no recourse for those do not have a paid account is unacceptable.
How is wordpress able to assist?

Before talking about a fraudulent charge, check that charge at https://wpchrg.wordpress.com/. If you still want a refund, you can do so from that same page.
