Someone appears to have been using my email address to try and create wordpress sites under my account. Is there any way to terminate those? I am receiving a lot of emails with usernames asking me to set my password and I’m not sure what to do.

Can you tell us if you have an account with WordPress.com with the same email address with which you are facing the issue?
If yes and you are getting emails regarding your WordPress.com account, then I think that your email address(linked with the WordPress.com) details have been compromised.
I would suggest you to change the password of your email address and then once it is successfully changed, change the password of your WordPress.com account
connected to same email address, once you do these two steps you can check if you still face those issues.

http://www.cinnabarwine.com is not hosted on WordPress.com so we have no control over that site whatsoever. That site was built using the open source WordPress software that anyone can download from the WordPress.org website and install with any hosting provider, or even on a private server.
To get that site taken offline you’ll need to contact their hosting provider or their ISP, in the case of a private server.
