This might seem like a silly question, but are you trying to set up your site on WordPress.com or another hosting provider (like Bluehost?), which would typically require you to purchase a domain.
In case that’s new to you, here’s some info explaining the difference:

It does ask at a certain point if you’d like to upgrade to one of the paid plans, but you can skip that section once you got to it.
