I am trying to begin my website, however, after entering all of my information, I am being asked to pay a 13.00 fee??

That is the cost of mapping an existing domain (one you already own and purchased elsewhere) for one year.
WordPress.com does not accept incoming domain transfers. You can, however, map an existing domain.
In order to remove the .wordpress.com URL and replace that with a domain URL you have to purchase an upgrade. See https://wordpress.com/pricing/

What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL to the original content.
Note that each upgrade bundle applies to a single blog only and is for a single year only when it is due to be renewed.
