  Took me forever (at least a week) to figure this one out..

  When you click on ‘Create Site’, when you get the option to enter your site name enter the name you want for your website/blog.
  Then you get a lot of suggestions, amongst one of them is sitename.wordpress.com with text next to it that says ‘Free’.
  It’s the top item of the list.

  Select that one, then click the button ‘Skip payment plan’ that you find at the top of the page.

  And your site has been created.
