Free blog–where is it? All I see are options to pay.

I and several people are having a heck of a time creating a simple free blog. Will someone please give me a link?
I am a seasoned user of WordPress, and have helped people before, but something is different, and it is enormously irritating and frustrating, particularly since I left Wix for similar issues.
It used to be so easy! What happened?When I click ‘Write’ after activating, it takes me through the steps, and it only gives me options to pay. I don’t want a domain, and my students don’t want to pay, either.
Can I please get a straightforward answer? Is WordPress moving away from free blogging?
Thanks in advance. I’ve been struggling with this issue with a number of students and I’m at my wits’ end.

What is the address of your site and have you launched it yet?
I’m always puzzled by what are the actual steps people are taking to reach this regular issue of being asked to pay for a free site. Custom domains require a paid plan but I find it easy to create a free address starting at https://wordpress.com/pricing/ and choosing “Blog” at step 1 for a free subdomain ending in .blog or “Business” to get to a .wordpress.com subdomain (listed below the two paid for options). You can still finetune the address offered at step 4 before proceeding.

I just went through it again.
I clicked on this link: https://wordpress.com/pricing/ and choosing “Blog” at step 1
Step 2: I click Blog.
Step 3: What is your blog about? It’s Educational, so I put education.
Step 4: Title.Step 5: Let’s get your blog a domain!
Tell us your blog’s name or a few keywords, and we’ll come up with some suggestions.I don’t want a domain–wordpress is the domain.

I choose “Blog” at step 1.
Step 2: I just click “Continue”.
Step 3 “Tell us your blogs name”: I just click “Continue”.
Step 4 “Give your blog an address”: Type a word or phrase or random letters and you’ll be presented with a free address you can continue to fine tune. Don’t click the button next to the offer of a free address and go to step five until you’re happy with your free address. Note all this gets you a free .blog address. You’d need to start at “Business” at step 1 if you want a .wordpress.com subdomain.
At step 5 you “continue with free” at the top of the page.
PS: Perhaps you may need to clear browser cache or try a different browser if earlier failed tries are being recalled by your browser.
