  It looks like you’re well on your way to creating a free WordPress.com site.:)
  Free sites use a free domain such as your site address, usually ending with .wordpress.com or similar.

  You can create your site as needed and add the available features as needed, there’s no pressure on you to upgrade to a paid plan. However, if in the future you decide to add features outside the free plan, such as a custom domain name, ability to install plugins, etc. You can at that point choose a Plan as needed.
