Free Domain?

  I have a free plan, so I thought this meant I couldn’t have a custom domain. But I received an email from WordPress which said ‘If you’ve already upgraded to a paid plan (but haven’t added a custom domain), you can do that here. With your plan, you’re currently entitled to a free domain for one year.’ Is that referring to if I were to upgrade or right now, with my free plan?

  It means if you were to upgrade to a paid plan now, you’d receive a free custom domain: https://wordpress.com/pricing/

  I just want to mention that after the first year the domain is renewed separately from the plan. It would be your plan price +$18 for the domain registration.
