Purchased $8 privacy protection for my free account and got charged $26 at checkout. Why? I didnt complete tranaction. What happened?

You inadvertently purchased Domain Registration, Domain Mapping and Private Registration.
What you wanted – Private Registration on a Free blog here is not required as the only info you are ask for is a valid email address – and that is kept secret by WordPress.COM and they will not give it out short of a court order
The Private Registration applies ONLY to Domain Registration since internet rules require full contact info be in the public domain – Private Registration puts a third party between you and the public

Were you intending to have a custom domain name?
I see your blog URL is /versoriadotnet.wordpress.com/
Were you trying to have versoria.net?? If so you will need to register that name & buy domain mapping (which you already have it looks like)

As auxclass mentioned, privacy protection is only for custom domain names registered at WordPress.com. Other private details linked to your WordPress.com account remain private, per our Private User Data guidelines.
