Free photo editing software for windows that handles layering targas?

  Hello! I am building a website for a customer… She needs to later her TGA or TIF logo over images to watermark. She is not a designer and does not have access to photoshop. Is there a free windows or web based solution for this?
  I have a seen many solutions to support jpg logos but this will not work for her logo.

  Gimp works fine, what they want to do is a simple watermark, set them up with crib notes and they will be fine
