  If you create a blog using the free plan, can people without a wordPress account still access your website?

  The blog I need help with is: (visible only to logged in users)

  Hi,

  They can, yes. As long as your site is marked as Public in your privacy settings (which yours is), they will be able to view your site.

  People without a WordPress.com account can still follow your blog too:

  https://en.support.wordpress.com/following/#if-you-do-not-have-a-wordpress-com-account
