  Hi there,
  
  From https://wordpress.com/home/, click the pink add new site button at the bottom left. Then you will be prompted to choose your domain. You should have an option to choose a free .wordpress.com subdomain:

  

  After you select your free subdomain, you should see the option to start with a free site at the top:

  

  Selecting that option will allow you to start off with a free plan.
