In order to install plugins, you would need the business plan, and the domain will change – so you may wish to consider using a custom domain with this site.
What are you trying to do exactly? Perhaps we can offer some advice.

It is possible to set up an image gallery and link the images to other URLs. This works on free sites no problem. Click the link below and you can see a recording of me setting up an image gallery, and after it’s been set up adding a link to the first image in the grid:
Is it possible to install plugins with custom domain without having business plan?
You do need our Business Plan to be able to add plugins as this is advanced functionality. If you are looking for a less costly option you can consider setting up a self-hosted websites, which are sites that you create on a “traditional web host” like Bluehost, GoDaddy, etc.
The self-hosted version of WordPress is more advanced and completely DIY, but would also allow you to add 3rd party plugins or themes.
Please note that this version of WordPress is usually the choice of web designers and developers, as well as advanced users, so it does not come with in-house support like you have here.
Also if you can let us know what plugin you are wanting to install, we can look and see if it’s covered in our default functionality. We have a lot of built in stuff on WordPress.com (even for free sites) so it can sometimes be the case that a plugin is not actually needed.
