you need a paid plan to edit or add your own CSS.
Custom CSS is part of Custom Design, which is a feature of the WordPress.com Premium and WordPress.com Business plans. You can add custom CSS to your WordPress.com blog using the CSS Editor in My Sites → Customize → CSS in your blog dashboard. Anyone can save and preview custom CSS on a WordPress.com blog, but you have to purchase one of our plans to make those changes live.

As far as I can tell, the only way to add css to a specific blog post is to wrap the post content inside a div with inline styles. To do this, you need to create or edit the post in the HTML editor.
For example:
