  Hi there, you can sign up for an entirely free WordPress.com website without paying anything ever.

  If, however, you want to add features found in the upgrade plans, then the annual plan has a 14 day refund period (96 hours for new domain registrations) or a 7-day refund period if you prefer to pay monthly.
