  i thought there was a free basic package..why am i being asked to pay $13 a month?

  There is a free plan? Are you trying to gain access to features that are included in the premium plan?

  Where are you being asked for $13 per month? WordPress.com plans are charged annually in advance but as you say, the basic package is free. See here:-
