Free WordPress Version

I am testing WordPress with your free setup site to see if it’s something I can convert an old web page to. I’ve tried to test setting up a couple of sub-menus under (Phase II on the roadassociation.wordpress.com site) but they don’t show up at all. It appears that the “Menu” feature never shows as a selectable under “Personalize” on MySite.
Is the Free WordPress version crippled that way and if so, what other limitations are in place?

You can create sub-menus by follow the instructions in this video:
To set the other elements as items in a drop-down menu, go to:
1. Theme Customization
2. Menus
3. Click on the Menu you want to create sub-menu
4. Drag the items you want to be included in the main menu (the video does much a better job). -
