Freelance question

    Hello, Ive been contracted to create a website for a organization and are trying to get a total consensus of the cost of wordpress (business). Do I have to pay (charge) $300 just for the access to begin with? If so its ok, I just dont want to overcharge anyone.

    Also, when I purchase the business edition of WordPress, will I need a hosting service also
