I would like to know whether FF tool would retire permanently or it would come back in someday.

Thats pretty disappointing. Either the FF should be reimplemented or you should be able to import a contact list so that you can invite people. I am trying to get people to subscribe and follow me and the process is rather cumbersome. The whole point of starting a blog is to have people read and follow it. I appreciate that every time I post it publicizes to FB and Twitter but I would like to have a way to invite people more easily.

I should also be able to send text invites for those whom I do not have email information for. This is why I recommend that if FF is not reimplemented I should be able to import contacts from my contact list and FB contacts. I am finding this very frustrating.

I tried to import a widget from a widget from a company called Textmarks.com. This site allows me to send email notifications and invitations using widget and via that site I can get my subscribers via cell phone no.
But the WP widget maker would not publish the widget properly. Textmarks generates the code which I have used to create widgets successfully elsewhere. -
You can indeed invite people to be a Follower of your site even without the “FriendFinder”. Here’s the instructions for that: https://en.support.wordpress.com/adding-users/#invite-people-to-follow-your-blog I can’t remember but I think there is a limit to the number of invites you can send out in one go (probably so you don’t get marked as a spammer).
Here’s a few more tips on growing your traffic https://en.support.wordpress.com/getting-more-views-and-traffic/
Since you seem to be relatively new, you’ll want to head over to https://learn.wordpress.com/ to get started.
As far as widgets, we have code restrictions here on WordPress.com, so not all code generated by 3rd party websites will work here: https://en.support.wordpress.com/code/

thanks, but i dont want people to follow me, especially my friends. I’m just curious about what their blogs are, and FF did help me to find out.

What is the reason for getting rid of the friend finder? Is it some sort of legal issue? If not, it would be great if you brought it back. I care most about interacting with friends and family, and the friend finder is the easiest way to make that connection possible. Sure, I can share every blog post directly on Facebook, but I don’t want to do that: sharing too much or too often is obnoxious. I’d just like my blog to be easily accessible to friends who use WordPress and are into reading blogs, and likewise, I’d like to be able to find and follow my friends who use the site as well. Thanks.
