Friends/outsider's can't 'like' or comment on my work

I want to have all people (if they choose) to be able to ‘like’ or comment on my work, but my account at the moment only allows WordPress readers/visitors to do this option. Can I change my settings so that everyone can without having to pay for a new domain?

The blog I need help with is: (visible only to logged in users)

    Hi,

You may allow anyone to comment, you’ll just have to change your comments settings at the Settings > Discussion page. See the Who Can Comment support page for info and instructions.

If the Like button is activated on a post or page, then I believe anyone will be able to Like that post or page. See the Likes and the Comment Likes support pages for more information.

Even if you have the “Users must be registered and logged in to comment” box checked at Discussion Settings > Other comment settings, nobody would have to own a domain, or purchase a new domain, in order to comment. Those using the free version are WordPress.com members, and they may comment on any other WordPress.com site on which comments are enabled.
