Hello,
I have a blog at Wodpress. I would be interested in the 99.-/year professional, but for the moment, due to tight finances, I cannot upgrade to that one. I am considering a free site. What is the difference between free blogs and free sites, please, and how must I proceed to change the data fromone to the other.

There is no difference between the “Free Blog” and the “Free Site”. The real difference will come into play when you select your theme.
Some themes are designed to look like blogs and others are designed to look like websites (think of something you may visit for a business or an organization). There are many free themes to choose from for both blogs and sites and you can change back and forth at any time.
For example, here are some themes that have a “Business Site” appearance to them: https://wordpress.com/themes/filter/business/
Whereas, here are some themes that are designed for blogs https://wordpress.com/themes/filter/blog/
You can start with the free plan now, and if you’d like to add any of the upgraded features, you can upgrade to the professional plan at any point in the future. You will not lose anything from your free plan, only add additional features to your existing site.

It’s very easy to move your site in other WordPress Plans, like you can move https://atornambe.wordpress.com/ to http://www.atornambe.com/
