FROM THE BEGINNNING. Explain how to edit a wordpress-hosted blog

I have paid enough money for a secure site hosted by wordpress, where I can supposedly edit the CSS, in order to set up my illustration website. I am not stupid, I am slowly learning CSS from web tuts, but seem to be being pointed in the wrong direction constantly. At the moment; ALL I want to change is the very first page. I would like to layout the top of the front page as a single image split into a table of 1 row and 2 columns, the right of which acts as a nav bar (vertical) with the second half of the image as the background of that column. I would like linked hotspots in that column in line with the buttons i have designed as part of the image. At the moment no code i have tried in the pop-out CSS editor in the custom theme bar that i paid to use will change my website in any way shape or form. I am getting fed up.
