Frustrated – trying to figure out how to add theme. Please help!

I am trying to upload a predesigned template for my blog (this is the template: http://www.leadcamp.com/content/2009/09/03/stay-at-home-blogging-free-wordpress-template-themes/)
I don’t know what the heck to do. I opened the file and used the readme. That asked me to go into filezilla. I went into FileZilla and used the wordpress instructions and it says it could not connect to server. ARG! All I want to do is change the dang template. It takes like 3 seconds to do on blogger. What on earth am I doing wrong? Help!

If you are talking about the blog linked to your username, http://momcyclopedia.wordpress.com/ , we cannot add themes at wordpress.COM, we are limited to the themes found in the dashboard under appearance > themes. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.

Adding theme is not allowed on WordPress.com.
