FTP

Ok so I have had my wp blog for a while (http://ashleybrook.wordpress.com). I recently mapped it with my own domain (loveashley.net) from godddy.com. I wanted to upload a new theme from another website and I saw a tutorial that all I needed to do was use ftp to upload the theme, and when I tried, it won’t connect. Then I came on here and read that wordpress.COM doesn’t allow that and I might need to switch to wordpress.org? Is that true?

The blog I need help with is: (visible only to logged in users)

That is correct. There is no FTP access at wordpress.com or any way to upload an external theme. The only themes you have are the ones available at Appearance > Themes.

Do you suggest that I switch to wordpress.ORG or just upgrade the css manager and alter the css to fit how I want my blog to look?

With CSS it is possible to style the theme. The degree of styling or change that is possible will depend on your CSS skills and the actual CSS of the theme. If you have no idea about CSS it will take some fiddling to get the theme anywhere near where you want it to be, and it will probably still not be 100% perfect. If you’re just blogging for fun and if you are fine with the themes available on wordpress.com, I would not switch to wordpress.org. However, since you already have a domain, and if you want to use your domain to build a web presence or build your ‘brand, so to speak, I suggest that you do consider switching. If you’re familiar with wordpress.com you will have no trouble settling in with wordpress.org.
