FTP access

I am confused by the statement in your support section that says users do not have FTP access if they make a Domain Upgrade.
Does this mean that the users cannot transfer themes?
Does it mean that once a transfer has been made, the user cannot make additions to and subtractions from the site, e.g. add pictures of a photo page.
Does it mean that changes cannot be uploaded to the redirected site?

You are limited to the 160++ themes you find in your Dashboard >> Appearance >> Themes – security & reliability & performance issue
You can add media (pictures, files etc as long as they are the accepted file types) no problem, you just need to add with the Media section – you can’t just stuff the file into your blog directly using FTP
You can’t mess with the code here either.

A domain upgrade is only a way of removing the .wordpress.com from your URL. You will still be hosted by WordPress.COM. That means you cannot access the underlying code for your theme, nor will you have FTP access to upload your own theme.
Take the ‘wordpress’ out of your blog’s URL by registering a custom domain for your blog, or adding one you already own. Add a domain from Settings > Domains to purchase. This upgrade starts at $12.00 per domain, per blog, per year.

You will still be able to add posts and pictures to your site just as you do now.

Yes, but some of the in-house widgets will not be in the WordPress.org install as they are exclusive to WordPress.com blogs. If you are an experienced WordPress.com software user, and have the skill sets required to set up and manage your own self hosted WordPress.org install then the instructions for making the move are easy to follow. But if you are not skilled at WordPress.com blogging, and also lack the skill sets required to self host your own WordPress.org install then acquiring those skills first is recommended.
You will be responsible for all upgrades, installations, backups and troubleshooting. If you install a theme or a plugin that negatively affects your blog, then you have to figure out what went wrong and fix it. Sometimes it is a conflict with another plugin, sometimes is it is just a poorly written plugin. If you install a plugin with a security flaw, and your blog is hacked, you had better have a good, recent backup or you might just lose everything. I cannot stress the importance of frequent backups enough.
WordPress has done an outstanding job of jumping on security issues and making WordPress as secure as they can right out of the box, but the thing you have no control over is the web hosting company and their server configurations, and some of them are not all that secure.
For self-hosting a WordPress.org install figure an average monthly total cost (including cost of a domain name) of about $10 to $25 generally, but that all depends on storage and bandwidth requirements.
